"Central Excise Officials Stage Candle March"
Dear friends,
1. Kindly go to the forwarded links to see some of the news of 13.02.12 programme.
2. All are requested to be ready to materialise the next programme/s.
3. No authentic news after the meeting of the authorities with MOS, DOPT except that perhaps the file is with DOPT. It is, however, being learnt that FM & FS are very serious for it.
4. All the units and office bearers are again requested to contact with the concerned branches being headed by our own colleagues to ascertain whether the information asked by the Board has been sent in r/o the promotions against existing vacancies. Some of the pending informations are as follows-
i) One Sh. Jai Singh has been mentioned belonging to Shillong Commissionerate in the list but he has been shown by the Commisionerate not belonging to them. All are requested to check which Commissionerate he belongs to & send records accordingly.
ii) Some officers are told by other zones belonging to Ahamedabad zone. Ahamedabad office bearers are requested to check whether some of their officers have been shown against other zones and arrange sending of records accordingly. Records of Sh. Moti Lal Meena are also to be sent by Ahamedabad zone.
iii) Records of Sh. Prakash Singh are to be sent by Allahabad.
iv) Records of S/Sh. Jagannath, Rajanna, Arvinda, Murthi & Shivappa are to be sent by Bangalore.
v) Records of Sh. Sengupta are to be sent by Kolkata.
vi) Records of S/Sh. Rajeshkumar Goel, Mohare & Kujur are to be sent by Indore.
vii) Records of 4 officers are to be sent by Hyderabad.
The information regarding retired/promoted officers is also to be sent specifically mentioning as retired or promoted.
5. Next date of hearing was communicated erroneously perhaps as 14.02.12 in r/o MACP case in Chennai. It is, actually 14.03.12. Inconvenience is highly regretted.
6. It is very specifically mentioned that our success would depend on our combined & united efforts without criticizing each other. I saw so many publically derogating & defamating mails criticizing the office bearers including me and former ones. The latest one I saw of our dear Sh. Sasmal sent indirectly to me by someone. It was quite contrary to his past mail praising me like everything in 'papa kab aoge, beta der ho jayegi'. I am an emotional person and I did whatever I could for the cadre and will do further if given opportunity to continue thinking it as my duty for the cadre. My family (mother, children, wife, brother etc.) always keep complaining that I am not having time for them and busy with "my" Association only and also not having time for myself. Not only me, but former office bearers also did their best ignoring their family & sacrificing personal life. But very surprisingly all are being rewarded with derogatory & insulting public mails as per whims & fancies and special wishes of the critisiser as per his learnedness. I always welcomed our officers to Delhi from all over India like anything even for their personal works. I also faced the situation with 1 or 2 units that I & dear C S Sharma reached North Block to help them as a natural gesture of gentlemanship but they didn't like to carry me or dear Sharma (neither as colleague/s nor as Secretary General/Office Secretary) with them to see the concerned authority having so-called personal relation with that authority. I with Sh. Sharma, however, kept waiting for them outside for the sake of gentlemanship & hospitality instead of being a prey of their pseudo behaviour of high-handedness. Despite of that, the strange reward in the form of passionate mails!
Dear critisisers, neither there was any magic stick in the hands of the former office bearers nor is in the hands of the present ones. Every success is the result of the combined & united efforts. The office bearers never have the administrative powers to sign and issue the orders or dictate the authorities. We can dictate them by our unity only and it is not the responsibility of the President & Secretary General only but is the duty of all of the office bearers & the units and also of every member instead of spoiling the atmosphere by such public mails or fulfilling vested interests. The allegations are made as President & Secretary General are fulfilling some vested interests to be in the Association. So, it is requested to kindly avoid yourself do make such derogatory remarks decorated with so-called beautiful & learned adjectives. It is surprising that we talk sometimes in so apathetic manner as we are not the colleagues but are enemies. Kindly don't criticise others only for the sake of criticism, it's the easiest work in the world. Please try to do some hard constructive works really requiring some actual efforts. All are requested not to take anything personal. These are the efforts of our own (of all) Association with our collective strength for years that at least some rays of hopes are visible.
7. It is understood that the most of our units have held their election wherever were due. There may be a few where elections have not been conducted. Such units are requested to conduct the elections due after 2 years and extendable by 3 months as per provisions.

"Candle march & correspondence"

1. The candle march was a real success from wherever the news came. The news is still to come from some places. Please be ready for next steps, i.e., e-mail campaign by every officer to FM & Chairman and black badges march on 24.02.12. It is also expected that none of our officers is doing revenue mobilisation work now, only work to rule is to be followed in this regard.
2. A few (only a few, perhaps 2 or like that) very interesting & extraordinary mails also received. It will be decided whether these are worth to respond or not. If these deserve response, certainly be responded in accordance of the availability of time.
3. Some photos of the programme held at Delhi are also being sent.
4. correspondence made in last weeks is also attached herewith.

"MOST IMMEDIATE"
Dear friends,
Please respond QUICKLY. It is a very important information required at a very crucial time. Please act IMMEDIATELY WITHOUT FURTHER DELAY as perhaps we have a very little time. If any of our officers has any information, where 80 (or more):20 (or less) ratio exists between promotee and direct officers for entry to group 'A', please provide IMMEDIATELY in the interest of the cadre. We have a good number of learned and knowledgeable officers among us. All are requested to kindly respond QUICKLY on the issue.

“Save Our Souls” 1) We are retiring with only one promotion in the service career while our counterparts are getting upto 6 promotions.
2) Not only that, we are forced to work under our juniors of Customs.
3) To remove our stagnation, the parity with following common entry counterparts may kindly be ascertained-
i) Intra-organisational counterparts of Customs,
ii) Intra-departmental counterparts of CBDT
and
iii) Inter-departmental counterparts of CSS etc.
by
time bound promotions scheme
or
creation of super-numeratory posts
or
notional promotions
or
any other suitable measure/s.
4) Our counterparts are easily entering PB-4 while we are retiring in PB-2. We may also kindly be retired in PB-4.
5) We and our families will be ever-grateful of your kindself to save our souls.
6) We are the Superintendents of Central Excise unfortunately joining the job as Inspector of Central Excise.

One more meeting was held with the Hon'ble Minister, DOPT on 26.01.2012. He was apprised that the CR is being tremendously delayed and our officers are retiring every month without promotion.
